Position Overview:

The Manager of Grants Financial Compliance, Monitoring and Audit will lead, support, manage, and provide oversight of financial compliance, auditing and monitoring activities for state and federal grant funds in the Grant Administration Division of Budget and Management Services to ensure consistency and maintain compliance across all programs.

Essential Functions

  • Coordinates city-wide annual risk assessments to help departments that administer state and federal grants determine compliance with laws, regulations, and City policies, through identification and addressing common compliance areas or operational challenges as well as other areas that may be a risk.
  • Conducts onsite monitoring and compliance readiness reviews for department administering state and federal grant funds.
  • Support department in development and implementing compliance monitoring plans, tools and templates for department use to monitor contractor and/or subrecipient performance and ensure compliance; develops and supports detailed and professional training to meet departmental needs and ensure accuracy in accounting, compliance, and auditing.
  • Assists with reviews, updates, and documents financial policies and internal controls for financial management, compliance, and accounting; conducts annual risk assessments, internal control testing, and training.
  • Coordinate, facilitates, and ensures creation, review and updates to department policies and procedures for all grant-funded departments to ensure grantor requirements.
  • Develops and implements data analytics, auditing, and monitoring programs for the City; monitors accuracy of financial transactions, detects unusual or potentially fraudulent activity, and identifies segregation of duties conflicts; prepares various types of analysis, using flowcharts, graphs and dashboards; supports and directs Payroll, Accounts Payable, Treasury, Financial Reporting and Financial Controls.
  • Partners and collaborates with the Office of Procurement Services and City Controller’s Office for effective grant management and department accountability.
  • Performs all other work as needed or assigned.

Minimum Qualifications
Work Experience:
Seven (7) years of experience in external or internal grant monitoring, auditing and/or governmental accounting.

Licenses:
None

Education:
Bachelor’s degree in financial management, Accounting, or related.

Working Conditions and Hazards:
Work performed under normal office conditions.

Supplemental Information
Knowledge and Skills:

  • Knowledge of Financial Management and Accounting principles for government accounting.
  • Knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Knowledge of internal and external auditing procedures.
  • Knowledge of contract compliance and monitoring.
  • Ability to develop and implement internal controls, contract compliance standards, and policies.
  • Ability to lead, manage, and support teams providing financial, accounting, auditing, compliance, and monitoring work.
  • Ability to oversee and coordinate city wide financial policies.
  • Ability to support and assist with grantor monitoring and auditing both externally and internally.
  • Communicating effectively both verbally and in writing.
  • Establishing and maintaining effective working relationships.
