The Community Development Program Specialist I/II is responsible to perform a variety of analytical duties in support of Housing and Urban Development programs; and to initiate and maintain contact with property owners, residents, organizations, and governmental entities involved in community development programs offered.

DISTINGUISHING CHARACTERISTICS

Community Development Program Specialist I – This is the entry level class in the Community Development Program Specialist series. Positions in this class typically have little or no directly related work experience. The Community Development Program Specialist I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level or by performance of a limited scope of duties. Incumbents work under general supervision while learning job tasks, progressing to direction as procedures and processes of assigned area of responsibility are learned.

Community Development Program Specialist II – This is the journey level class in the Community Development Program series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

MINIMUM QUALIFICATIONS

Community Development Program Specialist I 

Experience:

Two years of increasingly responsible experience in finance, community development, or a related field. Experience in housing programs is desirable.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in finance, business administration, public administration, or a related field.

License or Certificate:

Possession of, or the ability to obtain, a valid California driver’s license.

Community Development Program Specialist II

Experience:

Two years of increasingly responsible experience equivalent to Community Development Program Specialist I with the City of Modesto.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in finance, business administration, public administration, or a related field.

License or Certificate:

Possession of, or the ability to obtain, a valid California driver’s license.
