Oversees the construction of housing and other development projects for the Community Development Department, including but not limited to, Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) construction/reconstruction, minor repair, and other grant-funded projects.
- Inspects contractor and sub-contractor job sites and workmanship for quality and compliance with plans, specifications, estimates, and adherence to applicable city codes and ordinances.
- Notes and addresses deficiencies and deviations from approved plans.
- Maintains and completes all environmental requirements, including environmental reports required by the U. S. Housing and Urban Development Office (HUD).
- Maintains and completes all construction-related HUD reports such as Davis Bacon requirements and Minority Owned Business reports.
- Provides oversight to other City departments on federal construction-related projects, including construction and reporting.
- Develops construction/reconstruction/minor repair project scope and design, including writing specifications, preparing job cost estimates, developing contracts, and preparing construction payment draw requests.
- Develops and maintains the department’s list of qualified contractors.
- Adheres to the City’s values for high ethical standards and the policy for Conflict of Interest for Federal Grants.

- Maintain accurate and interrelated technical and computerized records.
- Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence and other written materials.
- Organize and maintain accurate records, documents, and files.
