The Grants Compliance Project Management Assistant is a critical position in the Administrative Services Division of NSD. This specific position will have the primary responsibility of completing and/or coordinating environmental reviews, in compliance with HUD’s 24 CFR Part 58 regulations, for applicable HUD-funded activities.

In general, this position provides technical assistance and compliance monitoring to ensure adherence to regulations and requirements of federal grant funds; conducts technical research and file reviews; maintains tracking reports of environmental reviews and reports status to Grants Compliance Environmental Review Project Manager; works with NSD divisions to ensure timely completion of environmental reviews; assists with completion and distribution of the Programmatic Agreement with the Arizona State Historic Preservation Office annual reporting; assists with invoicing; and assists the Grants Compliance Environmental Review Project Manager on special projects as requested. This position works under the supervision of the Grants Compliance Environmental Review Project Manager.

Areas of responsibility include, are not limited to:

  • Analyzes proposed/final environmental quality legislation and regulations, provides input, and determines impact on City HUD-funded projects and programs.
  • Provides technical assistance to NSD divisions during the planning and development of HUD-funded projects to ensure all HUD environmental requirements are considered and met while maintaining project objectives and schedules.
  • Assists with all aspects of the City’s HUD-funded environmental review compliance program, including HUD’s NEPA public notice and agency consultation requirements per the Council of Environmental Quality regulations.
  • Prepares accurate and concise HUD NEPA environmental review compliance documents, including Environmental Assessments, for the Certifying Officer signature.
  • Assists with identifying, developing, implementing, monitoring, and documenting of all required mitigation measures.
  • Works closely with program staff, other departments, external partners, contractors, and design professionals to ensure comprehensive understanding of and strict compliance with federal, state, and local environmental regulations and requirements.
  • Conducts site visits to ensure contractor compliance with federal, state, and local laws, rules, regulations, policies, and procedures.

This position may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.


Pay Range: $51,854 to $97,780 annually.

Hiring Range: $51,854 to $80,454 annually.
