HOUSING & COMMUNITY DEVELOPMENT (HCD/CDBG) PROGRAM MANAGER The Housing and Community Development (HCD) Division, a vital component within the City of Portland’s Housing and Economic Development Department, is actively searching for a highly motivated and experienced candidate to take on the critical role of managing the City’s Community Development Block Grant ((CDBG) Program. This essential position is primarily responsible for the comprehensive management, oversight, and administration of the City’s federal CDBG program. The CDBG program is a cornerstone initiative for the City, playing an indispensable role in improving the overall quality of life and ensuring the provision of essential, often life-sustaining, services to Portland’s most vulnerable and low-to-moderate-income residents. The ideal candidate will be expected to manage all facets of the program, including planning, budgeting, grant application processes, compliance with federal regulations, coordination with subrecipients, and reporting to the Department of Housing and Urban Development (HUD).   This position reports to the HCD Division Director, with oversight from the Housing and Economic Development Director. Required Qualifications: Bachelor’s Degree in Urban Planning, Public Administration, Community Development, or related field; excellent communication and customer service skills; ability to administer complex programs; experience in grant/community development administration, working with non-profits, and coordinating citizen participation; ability to work with diverse groups; computer proficiency; and a valid Maine Class C Driver’s license with a good driving record and personal vehicle. Employment is contingent on a satisfactory background check. Preferred Qualifications: Master’s Degree in Community Development or related field, and familiarity/experience with HUD Programs (CDBG, HOME).
