Nature of Work

Plans, coordinates, manages, and supervises processes, functions, and staff responsible for housing development and neighborhood service programs to maintain program compliance and ensure that services are provided to eligible participants.

Environmental Factors

Work is performed in a standard office environment, with occasional on-site visits where various hazards may exist, including uneven terrain, exposure to all types of weather conditions, dust, debris, noise, and varied traffic conditions.

Physical Factors

Light physical demands; mostly desk work; ability to walk on uneven surfaces. Frequent to constant use of a personal computer.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded at an RX21.

Duties and Responsibilities

• Coordinates and implements housing development and affordable housing programs sponsored by the U.S. Department of Housing and Urban Development (HUD) and Economic Development Initiative (EDI) to support City-wide initiatives.
• Monitors, evaluates, tracks, and administers budgets, programs, projects, and grants to meet performance targets and assure compliance with regulations, policies, contracts, and agreements; manages the collection, analysis, and presentation of project, operational, and financial data; develops, monitors, and coordinates administrative controls to comply with applicable standards, regulations, and guidelines; maintains records, gathers data, and prepares and presents various special and recurring reports to ensure effective, accurate, and timely communication of information as required.
• Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
• Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures staff adhere to established policies and procedures to remain in compliance with local, state and federal regulations.
• Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
• Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
• Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
• Schedules and conducts regular meetings and presentations to provide information, assistance, and training to various groups, service providers, organizations, committees, and program participants as needed and in accordance with HUD/EDI regulations; tracks client participation and other statistics as required for internal and external reporting; maintains client records to meet appropriate HUD and City standards.
• Provides assistance for those applying for program benefits to inform them of program eligibility guidelines and processes; notifies outside agencies and service providers of available funding to assist program applicants; keeps informed of community, social, and economic resources available to better assist low and moderate income families.
• Oversees provisions of grant-funded services by outside agencies and service providers; coordinates and monitors procurement and requisition process, specifications, construction phases to ensure compliance with relevant standards, codes, and regulations.
• Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Bachelor degree in Construction Management, Finance, Planning, or related field AND four (4) years of experience in housing programs, real estate, urban planning, or mortgage lending.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s):
Valid Class D driver’s license is required.  Position requires an acceptable driving record in accordance with City of Las Cruces policies.  Specific HUD technical certifications may be required or preferred.

Knowledge, Skills, and Abilities

Knowledge of:  federal, state, and local housing programs, regulations, and eligibility requirements; principles and practices of real estate transactions; Code of Federal Regulations (CFR) pertaining to public housing programs, HUD standards, and procedures; related community service agencies and other local assistance programs; principles and practices of effective project, records, grant, contract, and administrative management, employee supervision, and budgeting to successfully meet established goals and objectives; business and personal computers and software applications; City organization, operations, policies and procedures and applicable federal, state, and local laws, codes, rules, and regulations to effectively perform the functions and duties of the position.

Ability to:   assess and prioritize multiple tasks, projects, and demands; perform a variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and to ensure achievement of goals and objectives; read, interpret, and effectively communicate policies, procedures, rules, and regulations governing housing development programs, activities, processes, and functions; communicate effectively orally and in writing; firmly and impartially supervise, coach, counsel, mentor, lead and direct the activities of staff; research and compile applicable information and maintain records; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees and the public; use initiative and independent judgment within established procedural guidelines; safely operate a motor vehicle and navigate across even and uneven surfaces.

Skills in: analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address issues and develop appropriate procedures; effectively managing and supervising staff and related programs and projects to meet established goals and objectives; understanding and applying various standards, policies, procedures, rules, and regulations and analyzing and interpreting contracts and documents to provide appropriate guidance and accurate, timely information; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner.
