Housing Programs Manager $25.42/hr – $40.58/hr Commensurate w/Training and Experience The City of Columbia seeks an energetic, experienced individual to plan and administer its successful Community Development Block Grant and HOME Investment Partnerships programs. The city is an entitlement jurisdiction receiving approximately $1.6 million from the U.S. Department of Housing and Urban Development each year. The position supervises three full-time Housing Programs Office staff; works with an appointed Housing and Community Development Commission to allocate funding to sub-recipients, city departments, and the City’s housing programs. The Housing Programs Manager establishes and maintains relationships with numerous community partners; coordinates block grant activities with public service funding through the city department of Public Health and Human Services; and provides liaison services to the Columbia Community Land Trust. Candidates should have education and experience in the administration of federal formula grants, preferably CDBG and HOME; budget preparation; the administration of housing assistance programs; housing market and development analysis; and plan-making with community engagement. The ideal candidate will be an effective communicator with diverse audiences and will be able to make the technical details of federal program compliance clear to decision-makers, stakeholders, and the general public. A Four-year college degree or equivalent required, master’s degree preferred in Public Administration or related field. Minimum of six years practical experience in a similar field.
