GENERAL PURPOSE This position performs supervisory and complex administrative and technical work in planning, organizing, coordinating and directing the activities of the Neighborhood Services Division and related work as required. ESSENTIAL DUTIES AND RESPONSIBILITIES Manages and supervises assigned operations to achieve goals within available resources; Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations; Identifies, initiates, and participates in ongoing training opportunities for all Division employees; Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; Prepares and administers the annual operating budget of the Neighborhood Services Division; Communicates official programs, policies and procedures to staff and the general public; Resolves complex and sensitive customer service issues, either personally, by telephone or in writing and maintains records and documents of customer service issues and resolutions; Gathers and interprets data and prepares a variety of studies, reports and related information for decision-making purposes; Explains, interprets, and provides guidance regarding alternative methods of financing property maintenance improvements; Manages contracts; Recommends to City Council properties that should be deemed public nuisances; Performs other related duties as required. MINIMUM QUALIFICATIONS Education and Experience: Bachelor’s degree in public administration or related field; Master’s degree preferred; Minimum of five years of experience, including two years in a supervisory role, in municipal code enforcement and local government; Any equivalent combination of education and experience which provides the required knowledge, skills and ability. Necessary knowledge, Skills and Abilities: Considerable knowledge of the modern principles and practices used in municipal code enforcement, program development and administration, and municipal budget preparation and administration practices; Ability to plan, organize, direct and evaluate the work of subordinate employees; Good knowledge of computers and electronic data processing, including Microsoft Office software, such as Word, Excel, Outlook, and PowerPoint; Ability to understand and follow oral and written instruction; Ability to analyze and evaluate code enforcement, property maintenance, and related data and to develop related reports and documents; Skills in effective oral and written communications and in preparing and presenting detailed reports with pertinent recommendations; Ability to establish and maintain effective working relationships with employees, City officials and the general public.
