JOB SUMMARY

This position is responsible for the administration of the Community Development Block Grant Program.

MAJOR DUTIES

  • Prepares and/or coordinates the preparation of the 5-Year Consolidated Plan, the Annual Action Plan, the Consolidated Annual Performance and Evaluation Report, and the Analysis of Impediments to Fair Housing Choice
  • Manages and coordinates the activities of the Community Development Advisory Board in the city’s competitive funding
  • Manages HUDs Integrated Disbursement and Information System (IDIS); sets up activities, funds activities, provides accurate and timely beneficiary and performance dates, and makes drawdown funding requests from HUD in the completion of CDBG
  • Prepares CDBG staff reports, agreements, budgets, and budget amendments with non-profit organizations for City Commission
  • Manages the division operating budget and monitors revenue and expenditures; evaluates the economic feasibility of projects; ensures compliance with applicable laws and
  • Prepares Environmental Reviews in compliance with all federal and state requirements; publishes legal notices and submits Requests for Release of Funds to HUD to initiate
  • Prepares the semi-annual Labor Standards Enforcement Report, the Section 3 Report, Quarterly Transaction Reports, and the Semi-Annual Contractor and Subcontractor Activity
  • Ensures compliance with Davis-Bacon requirements by monitoring contractor compliance with regulations related to the proper payment of workers; conducts field interviews with laborers; documents files and
  • Monitors the performance of subrecipients and makes recommendations for improved delivery of services.
  • Provides technical and administrative assistance to subrecipients and city personnel regarding CDBG programs and eligibility

SUPERVISORY CONTROLS

The Planning and Development Director assigns work in terms of very general instructions and spot- checks completed work for compliance with procedures and the nature and propriety of the final results.

Guidelines include the HUD Code of Federal Regulations, grant program policies and procedures, the Davis Bacon Act, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

MINIMUM QUALIFICATIONS

  • Graduation from an accredited* college or university with a bachelor’s degree in Urban Planning, Community Planning, Public Administration, or closely related field; and
  • Five (5) years recent progressively responsible professional experience, public or private, in the grant administration of community development program initiatives authorized by Federal Housing and Urban Development (HUD) and Title 1 of the Housing and Community Development Act of
  • Graduation from an accredited* college or university with a master’s degree in Urban Planning, Community Planning, Public Administration, or closely related field is preferred.
  • Note: A master’s degree from an accredited* college or university in Urban Planning, Community Planning, Public Administration, or closely related field substitutes for two (2) years

*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

NECESSARY SPECIAL REQUIREMENTS
