POSITION DESCRIPTION:

The Affordable Housing Rental Manager provides supervision to an interdisciplinary team of professionals tasked with delivering affordable housing projects and special programs for the Housing Development and Special Initiatives division in the Community Services Department (CSD). The HD&SI team develops programs and oversees affordable housing developments (rental and single-family housing), facilities, and programs for compliance with federal, state, and county guidelines efforts to meet the needs of the Harris County Commissioners Court and the community. The Affordable Housing Rental Manager ensures that the key fundamentals of coordinating housing development (pre-development, pre-construction and construction) and related activities essential to the successful financing including the use of Low-Income Housing Tax Credits projects, and implementation of projects/programs funded and approved by the State of Texas General Land Office (GLO), the U.S. Department of Housing and Urban Development (HUD), and other state and/or federal funding agencies. The Affordable Housing Rental Manager assist management with the development of programs, guidelines, and implementation of HOME, NSP, CDBG, CDBG-DR funded projects. At the direction of the Deputy Assistant Director, the Affordable Housing Rental Manager may represent and support management to ensure that the key fundamentals for the County’s affordable housing developments goals are met.

Manage, supervise, and responsible for assignments of housing development team, as assigned, responsible for housing development program activities

Conduct the full range of supervisory duties for assigned staff to include (but not limited to): workplace safety, training and development, performance management, staffing, policies and procedures, and balancing workload

Manages, coordinates, implements, and evaluates affordable housing developments, mixed use, mixed income developments, and programs funded with multiple financing sources

Develops program design, full-scale development of programs in concert with other HCCSD staff, County departments, external consultants, and coordinating the implementation of monitoring instruments and methods

Review program records, goals and objectives, tracking procedures and program correspondence for compliance with established guidelines

Track project and program budgets and review and approve invoices and reimbursements along with preparing various monthly, quarterly, and annual performance reports/status reports, which may consist of preparing program evaluations, briefing papers, and other required reports

Participate in preparing contracts for development projects and programs in coordination with the County Attorney, and external partners related to real estate closing

Maintains subrecipient/owner/developer and external funding partner(s) relationships throughout all phases of projects and programs to develop and establish work procedures and provide technical assistance whenever necessary to correct program deficiencies Assists Executive staff by actively communicating and coordinating efforts with partners involved in the Affordable Housing realm so that local and regional programs are inclusive of the needs of the Harris County community and Commissioners Court

Represents the department and division at meetings, community events and other functions

REQUIREMENTS:

A Master’s degree from an accredited university/college, in the area of Public Administration, Urban Planning, Business Administration, Architecture, or a related field Three (3) years of relevant community development and project development experience in a community development or housing development setting

Working knowledge of federal guidelines and regulations relating to housing and community development programs and multi-layered financing structures, specifically programs funded through the U.S. Department of Housing and Urban Development, Texas Department of Housing & Community Affairs, U.S. Department of Treasury, or similar programs such as the State of Texas General Land Office (GLO) designed to respond to disaster declarations

Understanding of publicly led affordable housing real estate development and community development finance tools

Ability to review project-funding proposals, develop agreements and RFA/RFP/RFQs, review financial data, research methods and techniques; methods of report presentation Ability to interprets program goals and objectives

Exceptional analytical, organizational, verbal and written communication skills

Ability to work on multiple tasks and assigned projects simultaneously and exercise flexibility in accommodating shifting priorities, demands, and schedules

Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner

Initiative and sound, independent judgment within areas of responsibility

Ability to establish and maintain effective working relationships, in a management setting, with co-workers, county departments, state and federal officials, and the public

Ability to develop reports and apply research methods/techniques based upon data complied, computed and tabulated by following prescribed formats

Ability to visits project and program sites to determine compliance with stated program objectives

Proficiency in Microsoft Office Suite, particularly MS Word and Excel

Valid driver’s license

Construction Management experience in a private or public housing setting

Proficient in Microsoft software applications to include Outlook, Word, Excel, and PowerPoint, SharePoint, project management software, graphics and charts software, and other standard office equipment and software

 

GENERAL INFORMATION:

Typically Monday through Friday 8:00 AM – 5:00 PM

Varying Schedule no Less than 7:30 AM to 4:30 PM

The work does require mobility within an office/ building setting

Ability to lift up to ten (10) pounds, bend, and stand as necessary

This position may visit construction sites requiring special safety precautions

This job operates in a work station within a professional office environment as well as

community meeting spaces, conference rooms, other public offices, etc

The work is primarily sedentary with occasional required travel to training events and

meetings

This role uses standard office equipment such as computers, phones, printers, and

copiers
