
JOB SUMMARY
The incumbent, under the administrative direction of the Deputy City Administrator, is responsible for coordination of community development projects and activities, grant writing for the Community Development section as well as oversight and administration of the Community Development Block Grant (CDBG) and HOME Programs.
ESSENTIAL DUTIES/RESPONSIBILITIES
Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.
- Prepare annual action plans to access CDBG and HOME funding and assists others with applications as needed.
- Responsible for the preparation of the 5 Year Consolidated Plan every five years whether through staff or through the services of a consultant.
- Direct and coordinate the development of capital improvements, housing and other activities associated with the Community Development Block Grant and HOME Investment Partnership Act programs.
- Supervise, make job assignments and review work efforts/products, facilitate the interviewing and hiring of the Community Development staff.
- Responsible for monitoring and ensuring compliance with federal grant and program regulations not only for the city but several non-profits, sub recipients and Community Housing Development Organizations. Program Income/Project Proceeds/Housing Assets management and oversight for other agencies in excess of approximately $2.5 million dollars.
- Provide oversight of deed restricted affordable houses up to 15 years with a portfolio of over 100 houses.
- Prepare and update City ordinances, resolutions, policies, support materials and staff reports.
- Work with various city departments, federal and state officials on projects.
- Determine project scope and specifications to solicit bids from consultant contracts.
- Attend the City Board of Directors meetings as required to provide staff support on matters pertaining to the CDBH and HOME.
- Operate and maintain the HUD Integrated Disbursement and Information System (IDIS) and other computer systems such as Tyler’s Enterprise Resource Planning.
SUPERVISORY RESPONSIBILITIES
Directly supervises all Community Development staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work, and addressing complaints and resolving problems.

Minimum Qualifications
- Bachelor’s Degree in Business Administration, Engineering or other related field
- Possess a valid driver’s license
- Ten (10) years administrative/professional experience with demonstrated capacity to administer various federal programs
- Five (5) years of previous experience managing employees and/or projects or equivalent education, training, and experience which provides the knowledge, skills and abilities necessary to perform the work
Preferred Qualifications
- Master’s Degree in Business Administration, Engineering or other related field
- Fifteen (15) years administrative/professional experience with demonstrated capacity to administer various federal programs
- Ten (10) years of previous experience managing employees and/or projects or equivalent education, training, and experience which provides the knowledge, skills and abilities necessary to perform the work
OTHER SKILLS AND ABILITIES
- The incumbent should possess proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint, Word, and Excel.
- Ability to communicate, establish and maintain effective working relationships with property owners, citizens and municipal officials and staff.
- Must be able to communicate effectively orally and in writing.
- Requires initiative and ability to review, evaluate and prepare reports of findings in the areas of community development and housing.
- He/she must possess good organizational skills, problem solving and analytical ability.
- Excellent communication and interpersonal skills are also required with the ability to develop effective working relationships and administer personnel policies and procedures.
- The incumbent should have knowledge of modern office practices, procedures and equipment.

POSITION DESIGNATIONS
This position is not designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. This position is able to work remotely (based on need and supervisor approval).
This position is designated as a safety/security sensitive position and is not subject to random DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result injury or death of another person).

The incumbent must also stoop, kneel and crouch. Specific vision abilities required by this job include close, color and distance vision.
The employee is occasionally required to lift up to 25 pounds.

Normal working conditions found within an office setting, wherein there is controlled temperature and a low to moderate noise level, plus a minimum of distractions. While performing the duties of this job, the incumbent is sometimes exposed to toxic or caustic chemicals. The noise level in the work environment is occasionally moderate to loud.
