We invite you to apply to join our team as a full-time Community Development Division Manager in our Community and Economic Development Department. The ideal candidate for this position is an excellent communicator, welcoming of challenges and hard work, collaborative, and experienced in community development administration. As the team leader of the Community Development Division, the role requires the abilities to distinguish the skills and talents of each team member, to problem-solve and delegate, to deliver positive and present personnel management, and to demonstrate a commitment to equity and inclusion. This position is responsible for planning, managing and overseeing housing and community development programs for the City and leads the Community Development Division within the Community and Economic Development Department. Work involves developing and implementing program policies and procedures; preparing and monitoring program budgets; and coordinating community development programs, opportunities, initiatives, and incentives. This position supervises a team of 8 professional and administrative staff. The position serves as the City’s primary liaison for federal and state grants related to community development, affordable housing, and homelessness.

Independent judgment and initiative is imperative in developing long- and short-range plans for the City’s community development. Presentation skills, tact and courtesy are required in frequent dealings with elected officials, other City departments, associated agencies and the general public. Work is performed with considerable independence and under limited supervision of the Community and Economic Development Director. Work is evaluated through assessment of the effectiveness and efficiency of community development programs.

As part of the Community and Economic Development Department, the Community Development Division works to build opportunities for community access to housing and equitable economic opportunity. Each year, the City receives entitlement dollars awarded via the U.S. Department of Housing and Urban Development (HUD) as funding for the creation and preservation of affordable housing and for services and programs benefiting low to moderate income persons.  The Division manages and administers HUD funded programs for Asheville and a four-county consortium consisting of Buncombe, Henderson, Transylvania and Madison Counties. Broadly, these programs include the Community Development Block Grant (CDBG), Community Development Block Grant – COVID (CDBG-CV), HOME Investment Partnerships Program (HOME), Continuum of Care (CoC) and other programs funded by HUD, including the recently announced HOME ARP funding.

Hiring Rate: $73,777.60 per year
Full Salary Range: $73,777.60  – $110,676.80 per year (Salary depends on qualifications of the candidate)
Work Schedule:  Generally Monday-Friday, 8:30 a.m. – 5:00 p.m., however this position requires some attendance at evening meetings of the Asheville City Council and related meetings.
