Definition

Administers the City’s housing voucher programs.

Examples Of Duties

 

Administers and implements the City’s housing voucher programs: develops, maintains and reviews program policies, procedures and administrative plans; advises on housing laws, regulations, and ordinances; reviews case files and inspections; approves contracts and leases; administers grievance procedures and policies; responsible for the application reports to HUD; monitors and responds to changes in program requirements and new program opportunities; maintains positive relationships with clients and staff.

Develops and formulates and implements plans, goals, and priorities for a variety of programs within the Department; organizes, analyzes, interprets, and reports data relating to housing needs and resources; directs long and short term planning of related programs and projects; studies office operation and makes report and recommendations for efficiency and effectiveness.

Administers budget: prepares and monitors office budget; approves all purchases and disbursements; prepares and submits financial information, budget amendments and requests for payment to HUD.

Represents the city at legal hearings involving program compliance issues (such as fraud, lease termination, and eviction).

Supervises, schedules, trains, and directs the work of employees; participates in the interview and selection processes and may make employment decisions; evaluates employee performance and recommends corrective action.

Staffs Housing Commission: is secretary to Housing Commission; drafts agendas; takes and prepares meeting minutes; drafts and recommends resolutions, administrative plans, and changes related to administration of voucher assistance and other housing programs.

Represents the department with HUD, other housing agencies, City departments, other public agencies, and the news media.

 

Qualifications

 

Bachelor’s degree in public or business administration, urban planning or related field and five years of experience in housing administration or grants management or an equivalent combination of training and experience.

Possess and maintain a valid driver’s license throughout employment.

 

Knowledge and Skills

 

Considerable Knowledge of:
The codes, regulations, and ordinances relating to housing voucher programs.

The principles and practices of housing voucher administration, financing and the needs of low-income families.

Considerable Skill in:
Researching and writing reports, handbooks, and manuals.

Establishing and maintaining effective working relationships with federal, state and municipal officials, employees, City departments, landlords, and tenants.

Interpreting and implementing program guidelines and objectives.

Maintaining confidentiality of the information encountered.

Working Skill in:
Performing mathematical computations.

Cost estimation as related to program planning and budgeting.
