Salary: $71,102.12 – $78,483.43
Duties:
The Transportation Planner reports to the Director of the Office of Strategic Planning and Community Development (OSPCD) and/or their designee to plan for a transportation system that is safe, comfortable, and convenient for all of Malden’s residents. The position requires coordinating with a variety of stakeholders across City departments and externally with residents. The overall goal of this position is to plan for an inclusive transportation system that is implemented through tactile installations, regular roadway improvements, and major construction projects. The selected candidate will also work closely with OSPCD’s Senior Planner & Policy Manager, Grants & Sustainability Manager, and others to advance planning initiatives for the City. Other major responsibilities for the position include:
- Lead and manage a variety of transportation planning studies, plans, and programs, including but not limited to, the Northern Strand Master Plan, Traffic Calming Pilot Program, Complete Streets Prioritization Plan Update, Malden Center Station Transit-Oriented Development Study, and the City’s Traffic Signal Inventory.
- Implement transportation-related recommendations outlined in various plans, with a particular focus on the recently completed Malden Transit Action Plan (2023).
- Provide multimodal transportation planning expertise, analysis, and technical support to City Departments, City Councilors, the Malden Traffic Commission, and others as needed.
- Work with City of Malden staff and City Councilors to implement low-cost, tactile projects that promote traffic calming, improve access to walking/biking/transit, and beautify City streets.
- Write and manage all transportation grant applications for the City and coordinate with OSPCD’s Grants & Sustainability Manager to secure discretionary funding.
- Develop contracts and manage consultants/contractors performing transportation-related work for OSPCD.
- Participate in ongoing strategy sessions with the Mayor, DPW, Engineering, and other City departments to deliver roadway maintenance projects.
- Coordinate with the MBTA on all matters regarding bus, subway, and commuter rail service in Malden.
- Manage the design of major roadway construction projects for the City, including the Broadway Corridor Redesign and Spot Pond Brook Greenway.
- Manage the City’s existing Bluebikes program and plan for its future expansion.
- Serve as City Staff for Malden’s Sustainable & Equitable Transportation Committee.
- Represent Malden for all transportation-related initiatives with other municipalities, MassDOT, the MBTA, other state agencies, and regional planning bodies like MAPC and the Boston MPO.
- Work on ongoing Encore Casino transportation-related mitigation, particularly with grant funding through the Massachusetts Gaming Commission’s Community Mitigation Fund.
- Develop and prepare materials for meetings and presentations for the City Council, City staff, community groups, and the public.
- Research, write, and compile reports, briefings, correspondence, and memorandums.
- Perform other related duties as assigned.
Required Qualifications:
This position requires a Master’s Degree in Urban Planning, a Bachelor’s Degree in transportation engineering or a Bachelor’s Degree in Urban Planning or Environmental Science, plus 6 months to 3 years of related work experience in transportation planning. Any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will also be considered.
The candidate must have excellent oral and written communications skills and the ability to exercise independent initiative while also working in a team environment. Familiarity and commitment to progressive multimodal transportation strategies, policies, and programs is a must.
Knowledge and use of standard office equipment such as a personal computer and software, including Microsoft Word, Excel, PowerPoint, and ArcGIS is required. Familiarity with AutoCAD, Photoshop, Illustrator, Sketch-Up, In-Design, or other design software is a plus. Engineering in Training Certification also desirable. Some local travel plus attendance at regular evening meetings will be required.

The ideal candidate should be familiar with the following state and federal funding programs: Complete Streets; Shared Streets & Spaces; Safe Routes to School (SRTS); Boston MPO’s Transportation Improvement Program; Safe Streets & Roads for All (SS4A); Chapter 90; MassTrails; and the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program.
Knowledge and experience with the following concepts and work is also preferred: urban planning policy and design sensibilities; civil engineering and landscape architecture; latest design and engineering guidelines at the local, state, and federal levels; Complete Streets design guidelines; zoning and land use policies and regulations; graphic presentation; economic and sociological aspects of planning and transportation policy; progressive parking policies and practices design; construction and inspection of transportation improvement projects, and municipal projects.
