Put your accounting skills to work as part of the City of Portland’s Housing and Economic Development Department. The Department seeks a candidate to join our team to assist with the accounting and financial administration of the City’s Federal Community Development Block Grant, HOME and Emergency Solutions Grant programs, as well as Loan and Grant Programs – including U.S. EPA Brownfield funds – of the Department, and Department budget preparation and management.
Requirements of the position will include reviewing/monitoring grants and transactions for compliance with local and federal fund requirements. Attending professional development training and stay abreast of the Office of Management and Budget (OMB) Circulars and their applicability to grant management related audit, federal regulations, state laws, and local policies. Assisting in the development of Department budgets and spending plans, including projecting salaries and benefits for grant funded employees, forecasting revenue, estimating any carry over of funds from one year to the next. Responsible for the accounting of disbursements and cash receipts for the Community Development Block Grant, HOME, ESG Programs, Lead Hazard Control Grant, local Housing Trust Fund, and the Department Loan and Grant programs, which include U.S. EPA Grant funds to the City for grants and loans. Assist with the preparation of annual program budgets for CDBG, HOME and ESG programs, including projecting salaries and benefits for grant-funded employees. Strong analytical skills and ability to communicate financial information to non-financial staff is essential.
Requirements: Experience in governmental or nonprofit accounting; graduation from a four-year college or university, with a major or minor in accounting; or any equivalent combination of experience and training. Knowledge of GAAP and fund accounting systems and procedures, municipal accounting procedures and office practices. Ability to extract and integrate data from multiple sources to create meaningful reporting in Excel using pivot tables and VLOOKUP functions. Experience in MUNIS ERP for municipalities or similar ERP used in municipalities or nonprofit organizations.
The candidate will report to the Housing and Community Development Division Director.

Pro-Tech Grade 7 (Senior Accountant) Salary range: $56,355 – 67,723.76 annually and is based on experience and qualifications.
