About our opportunity:
The City of Asheville is seeking qualified applicants for the position of Community Development Analyst II in the Community and Economic Development Department. The Community Development Division administers federal funds from the U.S. Department of Housing and Urban Development (HUD) to support affordable housing and services for low- to moderate-income individuals. This position supports the implementation of the City’s HUD-funded Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.

What you’ll be doing:

  • Manage, monitor, and evaluate federally funded projects to ensure compliance with HUD regulations and City policies.

  • Provide technical assistance and training to community partners, subrecipients, and City staff.

  • Conduct independent research and analysis to support community development policy and program decisions.

  • Assess proposed projects for feasibility, capacity, compliance, and alignment with program goals.

  • Maintain detailed records and prepare complex internal and external reports and presentations.

  • Monitor program performance and provide recommendations for funding allocations and contract terms.

  • Prepare and present funding and policy recommendations to City Council and its committees.

  • Collaborate with stakeholders and partner organizations to achieve timely project delivery and compliance.

  • Evaluate risk and determine when technical assistance or corrective action is needed.

  • Support contract negotiation, scope development, and implementation of community development initiatives.
