Community Development Supervisor II – Compliance & Planning

Calling all housing policy wonks! We’re seeking an experienced, enthusiastic housing and community development professional to join our team as the Community Development Supervisor II with a focus on Compliance & Planning. This supervisory role leads department-wide strategic planning, reporting, and program evaluation and improvement through preparation of the Consolidated Plan, Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), Analysis of Impediments to Fair Housing Choice (AI), and more. You ensure our work complies with local, state and federal requirements, and strategically aligns with the City’s goals. You will develop, improve, and implement department policies and processes; plan and facilitate trainings related to federal funding; and report program data accurately and timely to HUD and other entities.

About the Position:
The position requires expertise in key housing and community development programs, such as the Community Development Block Grant (CDBG), HOME Program, and Emergency Solutions Grant (ESG). Work involves deep collaboration with other staff within Housing and Neighborhoods, other City departments, and external parties. Community engagement is a significant focus of our planning processes. Some activities are carried out through third parties, which involves contracting, making grants and loans, and issuing Requests for Proposals (RFPs).

The position will supervise two direct reports.

About You:
The ideal candidate for this role is a self-starter who can learn on the go, with a track record of sound judgment, adaptability, and resilience. You have excellent critical problem solving and analytical thinking skills to identify program needs and propose viable solutions, and the ability to make decisions amid ambiguity.

You have in-depth knowledge of federal compliance requirements related to the U.S. Department of Housing and Urban Development (HUD), 2 CFR 200, National Environmental Policy Act (NEPA), Davis-Bacon, Section 3, and others. You can clearly communicate complex regulatory guidance and implement requirements across multidisciplinary teams.

You can manage multiple priorities at once, establish and meet deadlines, and work proactively to meet or exceed goals. You provide excellent customer service and build strong working relationships, identify and maintain partnerships, and research best practices.

Duties and Responsibilities

 

  • Leads planning (including Consolidated Plan, Annual Action Plan, AI, etc.) and reporting (including the CAPER, reporting to City Council, etc.) processes
  • Oversees compliance of department housing and community development programs and activities with applicable local, state and federal requirements (including Environmental Review, Davis-Bacon, Section 3, ongoing HOME rental monitoring, grant monitoring, etc.)
  • Leads process improvement efforts within the division, including development and implementation of policies, procedures, and controls, and ensures that procedures are followed
  • Supervises two direct reports, providing leadership, coaching, and staff training and development
  • Works with a diverse group of partners, including other government entities, development partners, financial institutions, and community residents

 

Typical Qualifications

 

Education and Experience:
Bachelor’s Degree in real estate, urban planning, construction management, business administration or directly related field and five years of community development experience related to assignment and two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to extreme temperatures and travel.
