The City of Malden seeks an experienced and forward-thinking leader to serve as Deputy Director of Housing and Community Development within the Office of Strategic Planning and Community Development (OSPCD). This public-facing position offers a unique opportunity to make a lasting impact by advancing the City’s housing and community development goals.

The Deputy Director will oversee the Housing and Community Development (HCD) division, managing a team of five professionals and leading a diverse portfolio of programs and projects including affordable housing development, housing rehabilitation, park improvements, and social services. Key components of this role include project management, community engagement, and building trusting relationships with stakeholders across Malden’s diverse community.

The Deputy Director will ensure compliance with federal and state grant requirements (Community Development Block Grant, HOME, Lead, Healthy Homes, and Mass Save Community First Partnership grants) and manage program budgets, capital projects, contractors, and consultants. This role requires close collaboration with City officials, community organizations, and residents. The ideal candidate will bring a combination of strong management, communication, and problem-solving skills, along with a passion for fostering equitable and sustainable community development.

Responsibilities

  • Provide leadership and management to five direct reports, providing support and guidance as needed to a talented and committed team.
  • Oversee grant-funded programs, including CDBG, HOME, Lead Paint Abatement, Healthy Homes Production, and Mass Save CFP grants. Directly manage the CDBG program, including annual budgeting and community engagement processes.
  • Supervise all HCD activities, including planning, implementation, and evaluation.
  • Develop and implement strategies for meaningful and inclusive community engagement, including organizing and facilitating public meetings, consulting with stakeholder groups, and using digital communication tools.
  • Build and maintain effective relationships with stakeholders including residents, community organizations, contractors, consultants, City officials and staff, and other government agencies to advance HCD goals.
  • Collaborate with the OSPCD Director, Mayor, and City Council on community development initiatives.
  • Collaborate with the OSPCD Director and Senior Accountant on financial matters.
  • Interpret and apply complex federal, state, and local regulations governing HCD programs. Maintain up-to-date policies and procedures for HCD programs.
  • Monitor HCD program and project budgets and ensure compliance with OSPCD’s financial policies and procedures, as well as program-specific requirements.
  • Represent the department at public meetings, City Council sessions, and community events as directed by the OSPCD Director.
  • Perform other duties as assigned by the OSPCD Director.

Qualifications

The ideal candidate will meet many, though not necessarily all, of the following qualifications:

  • Bachelor’s degree required. A master’s degree in public administration, urban planning, business administration, or a related field is preferred but not required.
  • At least five years of relevant professional experience. At least two years of experience with management responsibilities of people, programs, projects, and/or budgets preferred.
  • Experience leading and managing professional staff. Ability to build trusting relationships within the team, broader organization, and outside partners and constituencies.
  • Knowledge of housing and community development principles, procedures, and best practices. Familiarity with state laws governing local government, and with federal regulations governing programs such as CDBG and HOME.
  • Experience leading equitable and inclusive community engagement efforts to ensure representative participation.
  • Strong oral and written communication skills, including public speaking, negotiation, and writing for various audiences.
  • Ability to collect, analyze, and synthesize data to inform decision-making.
  • Experience holding vendors accountable to expectations and requirements.
  • Proficiency in Microsoft Office Suite. Familiarity with or ability to undergo training for programs used in the administration of HCD activities, including IDIS, CivicPlus, ClearGov, and other web-based platforms.
