The City of Greensboro’s Housing and Neighborhood Development Department seeks an experienced and mission-driven Multi-Family Development Analyst to join our team. This impactful role supports the development of affordable and mixed-income housing to advance the goals of HousingGSO, the City’s 10-Year Affordable Housing Plan.

About the Role:

The Multi-Family Development Analyst oversees and manages complex multi-family housing development projects, including special needs housing and permanent supportive housing. Key responsibilities include:

Administering RFP processes

Underwriting proposals and recommending funding decisions

Coordinating across City departments and external partners

Managing contracts, compliance, and reporting requirements for local, state, and federal housing funding sources

Leveraging public and private financing mechanisms, including LIHTC and Tax-Exempt Bonds

Creating loan and grant guidelines and conducting detailed financial and pro forma analyses

Leading site visits, overseeing construction progress, and facilitating project closeouts

Developing monthly performance dashboards and assisting with federal reporting requirements (CAPER, Action Plans, etc.)

Managing program budgets and spendout timelines

Using software tools such as Excel, GIS, and Neighborly Software for analysis and project administration

Qualifications What You Bring:

Minimum Qualifications:

Associate’s Degree with 4 to 6 years of professional work experience in Housing and Community Development (i.e. housing development experience encompassing construction, contract and budget management, and housing finance background).

Experience with federal, state, and local housing funding streams, including CDBG, HOME, HOPWA modernization, LIHTC, and/or Tax-Exempt Bonds. Experience in affordable housing finance deal structures, underwriting, and project management.

Valid Driver’s License

Preferred Qualifications:

Bachelor’s Degree or higher in Real Estate Development and Finance, Public Administration, Planning, Business, or a closely related field

4 years of professional experience specifically in Affordable Housing Finance

Housing Development Finance Professional (HDFP) Certification

Strong analytical skills with demonstrated experience using Excel pivot tables and GIS

Experience administering Neighborly Software and preparing City Council agenda items
