Under limited supervision, supports various community enhancement activities, including administering and implementing the City’s Community Development Block Grant (CDBG) programs, neighborhood planning activities, and assisting local redevelopment and community revitalization efforts. This is accomplished by interacting with citizens, outside organizations, and other employees. Other duties may include supporting City boards and commissions, collaborating with neighborhood and volunteer groups, conducting research, and participating in other special projects. This position does not provide direction for different employees.

 

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Administers the City’s CDBG activities including the home repair program by conducting inspections on dwellings, preparing construction work write-ups and cost estimates, ensuring compliance with building codes and HUD-compliant housing quality standards, maintain grant budgets, and working with contractors and homeowners; preparing and reviewing applications for CDBG funding; holding public hearings on proposals; and preparing reports and plans for submittal to the U.S. Department of Housing and Urban Development (HUD).
  • Provides information to citizens, neighborhood groups, outside organizations and other employees by meeting with public groups, making presentations and relaying technical information regarding community plans, ordinance requirements and community development programs and by researching and interpreting program policies and ordinances.
  • Assists with implementation of community improvement programs including Live.Love.Allen volunteer program, property improvement programs, and grant programs.
  • Supports neighborhood revitalization activities including public engagement, condition assessments, public service coordination, and improvement activities.
  • Assists with community enhancement programs and other special neighborhood initiatives by supporting projects, maintaining databases, providing other services as required, developing special project scope, conducting research and neighborhood assessments and developing reports and presentations for findings.
  • Performs other duties as assigned.

Job Requirements

Education and Experience:
Bachelor’s degree in Public Administration, Planning, Community Development or a related field and one (1) year planning or community development experience, or equivalent.
 
Knowledge of:

  • City rules, regulations, policies, and procedures with particular attention to codes and ordinances.
  • Urban planning and community development concepts and principles.
  • GIS and community engagement techniques.
  • Project planning and management principles and practices.
  • Modern office practices, procedures, and equipment.

 
Skill in:

  • Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Providing outstanding customer service and conflict resolution.
  • Operating a personal computer utilizing a variety of business software.
  • Reading and understanding City, State and Federal rules and regulations.
  • Creating, preparing, writing, and proofing reports, presentations, documents, and correspondence.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written format.

Special Requirements:

  • Must possess a valid Texas Class C driver’s license.

Limited Supervision:   Work is normally reviewed upon completion to ensure compliance with departmental goals, plans and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards.  Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes.
