Under administrative direction, manages and supervises activities associated with City of Hartford, Housing and Urban Development (HUD) grant programs including Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with Aids (HOPWA). Manages and supervises the grant award process including development, evaluation and implementation. Responsible for site monitoring and yearly reporting requirements including contract updates, Annual Action Plan/Consolidated Plan, CAPER (Performance and Evaluation Report), timeliness, and other IDIS reports. Provides technical assistance to subrecipients with project scopes, budgets and other financial and accomplishment reporting and compliance. This role requires a deep understanding of HUD regulations, policies, and procedures and direct experience with the IDIS reporting system. Makes recommendations on process improvement, cost reduction strategies and opportunities, and implementation strategies. Performs related work as required. Deadline 9/23/24
