Under administrative direction, is responsible for planning, directing, managing, and overseeing the activities and operations in the Grants Administration division of the Office of Budget & Management Services, including providing compliance oversight of Federal and State funding. Coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support. Essential Functions Reviews grant regulations to determine alignment with stated grant application goals; and conducts annual program and fiscal reviews of grant programs to prepare departments for internal audits and agency audits. Monitors and evaluates the efficiency and effectiveness of grant practices citywide and identifies opportunities for improvement, and directs the implementation of changes. Selects, motivates, and evaluates staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary procedures. May attend City Council meetings and takes necessary action regarding Council agenda items. Provides compliance regulation support to citywide departments and stays abreast of compliance rules and regulations. Serves as liaison between the Assistant Director, other City departments, City Manager’s office, City Council representative and outside agencies; negotiates and resolves significant issues. Serve as departmental representative on special projects, committees, and task forces as assigned.
