| Alumni Member An individual who has formerly represented an active city or county that is in good standing may become an alumni member of NCDA. Alumni members may participate in all NCDA activities with the exception of voting, serving on committees, serving on the Board, and being elected to office. |

| Student Members Any individual enrolled full-time in an undergraduate or graduate program focused on community development, planning, public administration, economic development or closely related field. Proof of enrollment must be provided. |

| Entitlement and Insular Area Members Cities, counties, and insular areas which receive a direct annual CDBG or HOME formula allocation grant from the U.S. Department of Housing and Urban Development. |
